Is it possible to create a list based on people who didn't answer specific form question?

In my nurture campaign I'd like to add people who answer a form question a specific way or don't answer that question at all. Is that possible?

Sure, just make a smart list based on leads who filled out your nurture form.  Then include the field mapped to the question you're referring to and use the operator(s):
is blank [or]
is any other value you want to include

It probably depends on what happens in that field if they don't answer the question, but yes, you should be able to create a smart list that includes leads that A) filled out the form  and B) where that field "is empty" (or what ever value you are using if they don't complete that question).
