Integrating Marketo with external App

We want to integrate Marketo App with external service ( Different team is building it which is web application), they are using 'Import Lead' ( http://developers.marketo.com/documentation/rest/import-lead/) REST api to import leads from their app to Marketo, but they are getting 'Access Denied' error. Marketo user with wihch they are doing import is having full access(including API), Is there any setting need to do in Marketo to accept such API Calls, please through your inputs.
