Adding members to an Engagement Program after it has started?

What happens if I add members to an engagement program after it is already running?
My program is simple, set to send out 4 emails over a few months. 

If email 1, and 2 go out, and then new members are added into the program, do the new members receive email 1, or will they jump to email 3?

Engagement programs are meant to allow a lead to enter at any time and then get the content in order (1 - 4) at the duration you specify. Remember: If you add new content to the top of an engagement stream everyone in that stream will receive the new content on the next send. 

The default program with a Smart Campaign allows you to build programs that can either send each email in order or that can be dependent on a date and allow users to skip outdated emails but this requires advanced wait steps and is much more difficult to setup.
