Ability to restrict list imports if certain fields are empty or do not have a value from a picklist

With GDPR in place, we want to ensure that every record that comes in our system has the minimum required details. However, currently, we have to monitor each list manually and make sure the lists have the required data values. If there was an option to control this at the field level, it would be great.
