Why cant i create a segment within the Workspace project, but can create it in the tools- segment management?

Why cant i create a segment within the Workspace project, but can create it in the tools- segment management?

 

In workspace project - no

No Button, Can not create fast segment, can not editing the existing segment.

 

 

 

 

 

In segment management - yes, can be added and save

 

 

It feels a little bit strange...

 

Additional Question 

 

For the Segment Manage Tools, I can add new segment or editing the existing segment and save as another one (as I said). But the note below makes me feel confused, does it means in the tools, all the changes will automatically publishing? Because as i remembered in the workspace, all the publishing in Cloud can be chose or not to choose.

 

Hope some one can help me with this question.

@debbynpl  To begin with this probably a question for Adobe Analytics community. 

In saying so i can see this working for our instance, you should probably raise a ticket with client care if you see this as a pattern.
