Talked with support. It seems that you cannot activate audience which was created the same day.

IT SHOULD BE IN THE DOCUMENTATION

This particular error code seem to be a little tricky and the message is only what you can rely upon (Solved: Re: Error code meaning --> ACTBTC-1000-400 - Adobe Experience League Community - 592453)

The error says: missing data snapshot.

So I would request you to check the snapshot tables and profiles qualified for the audience as well as the fields that you are mapping between AEP & Campaign.

Before reaching out to support, you can also check dataflow monitoring: url
