Need help/suggestions to run workflow on empty folder.

Hi All,

I got requirement to create sub folder using workflows. Authors uses the workflow to maintain standard folder names and structures(Imagine author creates same sub folders for each quarter). In the beginning main folder does not have any assets. 

Author do not have permissions to access the tools -> workflow.

I am able to invoke the workflow from servlet. when I am adding new action button using crxdelite overlay, it is throwing 'unexpected error occured while overlaying node'. Not sure adding custom button allowed in aem cloud version. 

Please suggest.
