The search term you should be looking for is "Render Condition". You can use them to enable/disable items in the rail based on many different conditions.

Is there any specification reason for hiding the nav bar?

 

but for answering your question, one of the approaches can be that you can try hiding the nav bar on load and on select event of item you can show the navbar.

This require javascript implementation.

as its showing off when zero page/item has selected , it has reported as a defect. so the ask is when selected  item/page is zero it should not show the action bar.

I had tried it to catch hold event of item but not exactly figured it out.

Yeah, this is a bug. Check with Adobe.
