For AEMaaCS how do I ensure that users are using Federated ID and not using Adobe ID?

I cannot find any documentation online that shows us how to setup Federation ID for new users instead of Adobe ID. We have set Settings > New Directory and added new domains there with a IDP meta data file from Entra ID, and verified them, but its not possible for us to create new users like tom@likely.com which should be a Federation ID based and not Adobe ID based. How would we solve this?

Not sure if I understood the requirements completely, but the new users will essentially have to be created in respective AD which the organization is using, and if federated identity is set for them, then they will login using that.  https://helpx.adobe.com/au/enterprise/using/create-directory.html 
You can also switch the identity type from Adobe to Federated (if thats what you are looking for). Check this https://helpx.adobe.com/in/enterprise/using/switch-user-identity.html
