@shakuntshri probably check if any vpn or firewall is blocking the downloads.Corporate proxy might be blocking downloading dependencies from certain sites.

Editing the proxies session in your ~/.m2/settings.xml file. might help:

<settings>
  <proxies>
    <proxy>
      <id>genproxy</id>
      <active>true</active>
      <protocol>http</protocol>
      <host>proxyHost</host>
      <port>3128</port>
      <username>username</username>
      <password>password</password>
    </proxy>
 </proxies>
</settings>

Please make sure if there any firewall blocks the access.

If there is any proxy server, you can configure it in the settings.xml file

Please check the below blog

In settings xml file under m2 folder, verify you have Adobe-public as active profile if not please add it as well.

As suggested in comment check if any vpn or firewall is blocking the downloads and make changes to setting

https://java.tutorials24x7.com/blog/how-to-install-java-11-on-windows

Refer for how to adobe-public in settings.xml
