I am trying to download aem form addon package I am unable to download getting below error

I am trying to download aem form addon package I am unable to download getting below error..

Also I am not able to explore adobe target and adobe campaign feature due to this error :

"Adobe ID is not linked with your Adobe Experience Cloud solution accounts". Please suggest here
