How to deploy a Form Theme to AEM Cloud without Sites enabled

We have an AEM cloud instance with Forms configures and not Sites (no licence for it)

Following the guidelines to deploy the frontend Theme ( https://experienceleague.adobe.com/docs/experience-manager-cloud-service/content/forms/adaptive-forms-authoring/authoring-adaptive-forms-core-components/create-an-adaptive-form-on-forms-cs/using-themes-in-core-components.html#run-a-frontend-pipeline ) we have hit a blocker as it says you need to have a Sites licence to define and run a Front-end pipeline. See attached pictures. Does anyone know of the correct way to deploy a Form Theme to the Cloud with out having Sites? Or is there a workaround?

Don't foresee any issues using the front-end deployment pipeline for your Cloud Service environment deployment. Please raise a support ticket with the cloud account details (IMS org ID, etc); we will get this reviewed from an account perspective.
