Adobe Experience Manager (AEM) does not provide a free AEM Quickstart JAR file for public download, even for development purposes. Adobe licenses AEM as a commercial product, and access to AEM binaries, including the Quickstart JAR, requires a valid license agreement. If you or your organization is an Adobe customer or partner, you can download the AEM Quickstart JAR from the Adobe Software Distribution portal[0] or through the Adobe Experience Cloud interface.

Ensure that you have the necessary entitlements to access the software. Contact your Adobe representative if you're unsure.
