What exactly is a generation that is generated by revision cleanup and kept on disk?

The documentation for revision cleanup says

"A fresh generation is generated every time revision cleanup runs"

I understand what are revisions/versions for each modified node. But I am not clear on "generation".

What exactly is a "generation"? Is this a backup copy of all the nodes?
If so, that would explain it why e.g. 5TB content is taking up 10TB space.
