Asset Management out of control

All of our content is hosted on the DAM. However, it's gotten out of control with over 9,000 documents, many of which have been placed illogically in folders or are years out of date. Many of our resources are up to date and accessed frequently. 

Looking for advice in regards to best practice for management and validation of content in the future and a practical solution for cleaning up and reviewing the existing structure.
