if you choose the reporting suite as Analytics when you setting up the activity in Goal setting, you will still be able to see some data at the impression of Visitor level only in Target.
Based on the screencap you shared it could be several possibilities:
- The setup error in when setting up the goal of the activity
- Target didn't properly configured
- Issue with Target itself
Suggest you starting with contacting with adobe customer support in this case.
