Users and Groups Migration from AEM on-prem to AEM Cloud

I have few AEM Users with different type of permissions like let's say User A is a content author and has access till pages only, while User B is a developer and has access till most of the nodes except few like he/she may not have access to configuration nodes etc.. While User C has access to everything and belongs to Admin group. All these users are in on-prem instance of AEM and I want to migrate to AEM Cloud Instance. How can I achieve this.? Similarly I want to migrate the groups as well...

You can use repoinit or netcentric AC Tool to create groups and permissions
