make sure to use the Adobe tools for Cloud Migration, like Best Practices Analyser, as it will give you a lot of good input to plan your roadmap. As you might want to combine Move to Cloud with some other improvements, have a look at this post: https://meticulous.digital/blog/f/what-aem-upgrades-to-prioritise-in-2025
It would be beneficial to consult with someone who has done such migrations before, but also each project is unique in terms of customizations and will face different challenges.
