Inheritance of rights on action bar in 'sites'

Hi,

I'm have an issue where 2 pages in sites which are at the same level have different options on the action bar.

One page is missing the 'Delete' and 'move' option but all other pages have these options on the action bar. Does anyone know how this can happen or how these rights are inherited? I've included screenshots below. Any help greatly appreciated here!

Is there a chance that the page is checked out/locked by other users ?
