contextHub using AEM 6.5

We are currently running AEM 6.5, is there a part of contextHub that should function OOTB or is functionality based on licensing?

It is part of the ootb and no additional licensing is needed

@steve_a1 For contexthub, you don't require additional licensingContextHub is a framework for storing, manipulating, and presenting context data. The client-side Javascript API enables you to access the data for personalizing content. Use below Reference URL's for more detail.

These examples and others I've found use ContextHub Path: /libs/settings/cloudsettings/legacy/contexthub but this doc https://experienceleague.adobe.com/docs/experience-manager-65/developing/personlization/contexthub.html?lang=en says it should only be used as a reference and should not be used in a project as your own ContextHub configuration.  What path should be used?  Should these be copied under /apps/settings/cloudsettings/contexthub?  I see this in the error log:  GET /etc/cloudsettings.ui.js/libs/settings/cloudsettings/legacy/contexthub HTTP/1.1] com.google.javascript.jscomp ui.js:10992: WARNING - unreachable code
