Can we use CTT to transfer content from dev environment to Stage and Prod on AEM as a cloud service?

CTT is designed to migrate content from AEM 6.3 to AEM 6.5 on prem of AMS. There are few configurations that you pass on in order to create a migration. Ideally the content authoring should happen on higher environment and not on dev. If you still have content on dev and want to move to production, the best way to do should be deployment through package manager.
