Is HTML article packager free to use?

I couldn't find answer to this question that's why i am asking it here.

What are terms of use for this product and licence agreement?

Hi Emil,

Yes, the HTML Article Packager is free to use and there aren't any restrictions in using it.

It is an Adobe DPS utility that will help you build the article manifest and generate the .article file format which you can upload in the DPS portal.
