How can I layer text ABOVE a video background in inDesign?

I'm building an AEM app, and using inDesign to create the articles. The articles need to have a video background with text hovering ABOVE the video content. The video always jumps to the front once it starts.

Just select the text frame, open the object states panel and create a new MSO.

Moved to AEM Mobile forum.

You'll need to convert the text to an overlay. A two state MSO with identical states set to autoplay once is usually sufficient to get this to work.
