We seem to have low overlap against a segment in AAM. However, when we pull insights in our ad server based on UUID, the overlap seems to be higher than what is being shown in adobe. Does adobe segment to segment overlap takes PMR into consideration or is it just doing device based?

Profile Merge Rules are considered whenever we talk about segments.
Seeing a low overlap is generally due to less number of common UUIDs but it would need further investigation.
You have mentioned that in the AdServer you are seeing good amount of data/overlap however in AAM the story tells otherwise, so it would be great if we can connect via Support Channel so that we can investigate this data on both sides.
