Data source and Profile Merge active people 0%

I currently have segments which results "active" on the platform and these segments are based as data source from Cross Device, hence profile merge rules. If I check the profile merge rules it seems that the active people is equal to 0% what does this mean? - by trying some a/b test by applying these segments it seems that these segments aren't working.

You may have had an answer another way but your screenshot shows 1672 active people. The 0% is really more of a UI limitation, ie: not showing decimals
