I don't believe that "sharing" segments gives write access to them. When a segment is shared in the Segment Manager that only gives the user the right to see and use the segment... in most cases a segment will be created by the admin and shared out to large groups of users... the last thing they would want would be for those users to mess with or break the segment.
I believe the same is true when the segment is shared via a Workspace... even if the Workspace is shared with "edit" privileges, it only means they can edit the workspace.... The segments in use there (whether they are existing public segments, or ac-hoc segments that exist within the report) still fall under the same behaviours, I don't think it was ever designed to have non-admins editing segments that they didn't create.
This might be a candidate for an idea here.... Like Workspaces have multiple level of share permission when sharing segments?
