Hello,
We are a compagnie, and Microsoft Store is blocked for security reason, for all end-user, on all machines.
We need to update the excel addon.
We use Legacy Report Builder last version.
Where we can download the offline setup to include in our package ? since we can't download from MStore.
We can read on page.

Adobe does not provide an official offline installer (MSI or EXE) for the new Report Builder add-in. It is only available via:
This presents a challenge for enterprise deployments behind strict IT policies.
Continue using Legacy Report Builder (use MSI installer for secure packaging).
If you want the new Report Builder, raise a formal support request with Adobe asking for:
Side-loading deployment support or
An offline installer (EXE/MSI)

If your company blocks access to the Microsoft Store, then installing the new Report Builder can be tricky. Right now, Adobe only offers it through Microsoft AppSource or the Excel Add-in Store. There's no offline installer (like an .exe or .msi) available for the new version.
It’s a common issue in secure environments, so worth checking with Adobe directly.

We too have the Microsoft Store blocked by our company policy; but I have no trouble accessing the Microsoft App Source site (posted by others).
Hopefully that works for you... if not, you might have to talk to your IT Department to open the access location, or to install it for you (I assume they have elevated privileges).

I had the exact same issue,
Here is what you can do.
If you are trying to use your personal MS office suite/ laptop then you can just install it as a add on from the excel add-ons
However if companies suite/laptop you would have restrictions that might not let you add an add-on that easily.
You need to reach out to the admins of MS suite and have them add it for you and it will be reflected across the org.
Also the new report builder is way better than the old one.

Thanks for reason this question, the Microsoft Store is blocked for us too. We have been waiting since December for our security team to give my team access (it has been approved but we still waiting for the implementation; they keep sending us to the old .EXE version...) Unfortunately, that old version stopped working.
I'll follow up yet again internally but will be looking at raising this issue with Adobe on our end as well.
