How does this account for state? Does it track people based on where they opened the email? Or what there information in SF is?

Filtering by state will filter by the state on their lead record.

Thank you so just to be sure, selected specific programs and over only chose insights for opens. Over to the rigth it has "drivers" and a few states listed. It collects this from the lead record?

That's correct. Whenever you make a filter change, the "Refresh" text will turn blue so that you can click it to update.

I do not believe so, not without Email Insights. But you can create a smart list with the same filter criteria if you're interested in seeing the actual leads.

Thank you @Devraj Grewal​. I don't think the data is accurate, I created a smart list and saw one send had 47% open and 6 clicks. The score is 0 according to email insights?

The score in Email Insights is like the engagement score for an email program. It's a proprietary score Marketo comes up with on their own algorithm and sometimes takes a couple days to populate. However, the score can still be "0.0" even if there is open and click activity, it's just what Marketo scores it compared against non-opens and unsubscribes too.
