"Click to Open" Rate?

Hello, when sending an email campaign, what does the "click to open" rate mean?  I understand the open rate, and the click rate, but I don't understand the "Click to Open" rate.

It basically means this:

For the set of folks who opened your email, what % clicked at least one thing?

Although, it technically means this:

unique link clicks / opens
