How do you make the proofing dashboard available to more than just admins?

Greetings!

Want to be able to have more than just admins be able to see/use the built-in proofing dashboard accessible under the hamburger menu in Workfront as an admin.  Have looked and don’t immediately see that as an option to add in Layout Templates from Interface.
