Exporting user updates

I think you have two options

First one (simple) 

• Go to Reports → New Report → Note Report.
• Add columns such as:
  • Note Text
  • Entry Date
  • Owner Name
  • Object Name
  • Object Type
• Filter on:
  • User ID
• Export the report to Excel/CSV.

Second option use API. 

I would recommend the first one.
