Ability to Set New User Default Notification Settings

The most common complaints from my company’s users are the number of emails they recieve, not receiving notifications when they should, or not receiving the same emails as their coworkers. This is often caused by mismatches in notifications settings between users, with the root cause of the issue being that the admin must update each new user’s notification settings manually.

It would be extremely helpful to have a system-wide notification settings where individual notifications can be turned on or off, and set to instant or daily, then those settings would apply to all new users.
