"Reverse" Private Stage For Proofs

Right now, if you mark a stage private, no one else can see the comments from that stage except the people in them.

When working with clients, we want the opposite. If our workflow is Client > Account > Legal > Creative, we want Account, Legal, and Creative to see all comments on the proof, but Client only sees comments they made.
