Planning Connection Field

I cannot figure out why the fields are disabled for me when I select object type Program?  What am I missing?  When I choose object type Project, I am able to fill out these fields, but why isn’t it available for program?

Worked with Workfront Support and uncovered I didn’t have the connection linked in Planning.
