Planned vs Actual Hours Report

Hello! I'm looking to pull a report that has planned vs actual hours by user and then by project for the previous week. I worked with my the help desk and they said that there is noting in their reporting system that will allow them to filter the planned hours part by project for the previous week, only the actual hours.
