Notification/Reminder to move a project from 'Planning' to 'Active'

The moment any task updates have been made on a Project Plan, if it is still in Planning mode, a notification/alert should go out to Project Owner asking if they meant to change the status to "Active". This is a step that is easy for people to miss and critical to project management/collaboration.
