New "New Proof" Window: Don't Collapse Stage Names by Default

On the new New proof window, the "stage settings" are collapsed by default. Even the most basic users have to access the stage settings for deadlines and to edit “start stage” settings, as the proof goes through stages...). Not showing stages when applying a workflow is counter-intuitive.
