There are several ways to do it, but If you have the access level where you are allowed to delete an request, once you're in the request, you can go to "Issue Actions" in the upper right and you should see "Delete" in the list. If you don't see it, you don't have access to do it.

I don't have access but still need to delete a request I made earlier today. 
Issue:
