Allow Non-Admin Users to Send Announcements

It would be helpful to be able to grant access to send announcements to other user levels, not the full system admin. We have a team admin who performs management functions including communications, but should not have full system admin access. Currently they would have to create the communication and send it to the WF admin to post.

I don't see how this would be necessary or helpful. Only system admins should be able to send Announcements.

Simlple: the team admin you mention should send regular updates to the desired users, groups and teams.
