3rd Party Notifications/Subscriptions for Approvals

There should be a way to enter users who should be notified of an Approval path that starts, or completes, without having to make them an actual approve.

Currently, we enter a lot of executives approvers in stage 1 of approvals so they can be aware of when one comes in, even though they are not responsible for actually approving it. There is not way for them to subscribe to an approval specifically.

This gets very messy when it mixes with other approvals that they DO have to approve for.
