Setting Up Adobe Target - Is it possible to set up without a Live URL?

Hi!

I am very new to Adobe Target and I'm about to launch some display advertising for a brand new landing page BUT the landing page is not published within AEM yet. 

Is it possible to set up Adobe Target - multivariate testing without that published URL?

    using VEC based eitor - > No you cannot

     

    May be it is feasible using form based activites, provided your implementation is inline with this approach.
