I haven't tried myself but this might help in your use case - https://experienceleague.adobe.com/docs/target/using/experiences/offers/about-remote-offers.html?lang=en#section_7718512D08E14121B6F6B8C38134F4BC

Can you share some more details? Are you saying you want to load an experience fragment from a java script delivered to the client side by an experience in Adobe Target?

We need to load Experience fragment using Java script in a Experience Targeting Activity. Is it possible to load a experience fragment in dynamic Way. We don’t want to VEC editor for this purpose since there are few conditions involved which we want to verify before we load the experience fragment on the page.
