Please make sure you have both an Analytics user account and a Target user account and your Analytics and Target accounts are linked in the Experience Cloud 

Your user accounts must be configured as described  below

And once you reviewed above then follow this doc https://experienceleague.adobe.com/en/docs/target/using/integrate/a4t/a4timplementation
