Geolocation Latitude/Longitude specific area audience

Hi Masters,

I'm trying to set up audiences for specific rectangular area ( top & bottom latitude/ left & right longitude) as below picture, but it doesn't work, I'm not sure what's different between white and gray area.I have seen this documentation, is it only accept one combination(latitude & longitude)?
