Does Multivariate Testing require Visual Experience Composer (VEC)? Can I create a MVT with JSON offers?

The "Create a Multivariate Test" documentation and the Adobe Target UI suggest that Visual Experience Composer is required to run Multivariate Tests. Is this true? Can I instead setup and run a MVT with JSON Offers or anything other than VEC?
