ToutApp: Unable to delete Template categories

Issue Description
User is unable to delete categories for their templates, regardless if they have Admin status.

Issue Resolution
Categories cannot be deleted unless the user who created the category deletes it. If user is no longer with the company, then removing the user should also remove the categories associated with their account.
