Issue

How to identify records in Marketo that have not synced to Salesforce.

Solution

Create a smart list using the filter "SFDC Type is empty", as if the record in Marketo has synced to Salesforce, the SFDC Type will either be 'Lead' or 'Contact.' Be aware that there is also an 'SFDC Type' on the Opportunity object, so make sure you are looking at the Person object and not Opportunity.
