How to adjust notifications for other users as an admin?

Hello, is it possible to determine which notifications our Marketo users receive as an admin? If they are also an admin user would they simply be able to override any changes made by a different admin? Is this adjusted within Marketo directly or the Adobe Admin Console? How would I go about making this update, and will it notify the users who are impacted?

Any Marketo user can subscribe to the notifications in Marketo. Marketo admins can’t control what type notifications would be sent. Also, users would only be able to see the notifications limited to their roles.
