Creating and Updating Leads with Sandbox Environment

Hi all,

I'm creating and updating leads via the REST Api. I have been given a sandbox environment, however it is not allowing me to create a new role to allow API access to a user as specified in this tutorial: Custom Service » Marketo Developers

Is this a limitation to the Marketo sandbox environment? Has anyone had issues here?
