Conditional email cmapiagn to all contacts int he database

Hi,

I am trying to send a campaign to a database where the email should go to any person who has not opened any of the emails from us in the last 30 days. I am able to use the conditiuon only for specific emails in the smart list not  for 'all emails'  sent. Can somebody help me with that?
